I am not sure if you check all of your questions on here but I am new to lucky bamboo, have always thought they were pretty so I thought I'd get one a try. The first question I have is, does it matter if I used purified water or tap water? And the second question is, is it ok that my room has bright florescent lighting?

I cut mine about a week ago from a stalk that had been cut in half. My stalk, but the cutting is still bright green. I have her in a small vase with water beads but I made sure to have about half an inch of water in the bottom because I didn't think she would take water from the beads without roots. It still hasn't rooted and I'm worried about it but I did everything in your video right. Is there anything else I should do? I used bottled water and she's in a room with two windows.

Sorry to hear that one of your stalks are rotting, but that usually happens when the tool used to cut the growth off is not clean and the stalk becomes infected. It almost guaranties that you will loose the stalk. So just make sure you use clean tools next time. Happy growing!
Usually when the stalk turns yellow, that's an indication of dirty water or to much sunlight. But to answer your question, its practically impossible to bring it back to life. Sorry for your loss.
This is a very good video. I keep mine in "dirty water". I take regular bottled water and i take some regular soil from our garden. And mine grows good. I am going to try propagating. Mine propagated from the bottom and i just got that one and i will see if it will work.
