To unlock the last board, Bowser Land, simply play on each of the other boards once. I can't remember if you have to win each one, but I don't think you have to.

I always liked the Mario Party games. My favorite on the N64 was Mario Party 3 because the visuals are the most appealing and the mini-games are well thought out!
