If they didn't originally intend for Tails to be playable similar to Sonic (which, IMO, he should've been, same with Knuckles instead of that treasure hunting crap) then why would he have a tail-whip attack? This means that it was a final decision for Tails to become some kind of paraplegic and use a walker mech the whole game.

@ThomasPercy99 as you probably know Tails wasn't even supposed to be playable, he and Rouge were put un last moment. that's why the gameplay is so sad for tails. Plus Tails Missions add nothing really to the story.
