You need to change your strategies batlte during the battle in order to beat him.

I feel your pain, Odin is so hard to beat. I always felt like it was a fluke or something when I'd beat the Eidolons (except for one, which I won't spoil for ya), cause I'd only have like 15 left on the doom count
