My strategy is that I level up my starter a crap ton as well, but I catch 4 other wild pokemon that I train till they are about 5-8 levels behind my starter and the legendary pokemon is usually about the same level if not higher than the starter.

i recently played soul silver on an emulator, and i also played original gold on gameboy colour when i was younger and on both of them, there was a very big problem with Johto... the wild pokemon are too weak!! once you get to the 8th gym town your vsing level 40's and the strongest wild pkmn you can find is level 24. bit shit i thought they might have fixed it in ss and hg :/

Ok the strength and weakness stuff is pretty straightforward: Normal Fire Fighting Water Flying Grass Poison Electric Ground Psychic Rock Ice Bug Dragon Ghost Dark Steel on a side note, types stack, if you were to use a water-type move against a rock-fire type (as in a pokemon with two types) it will do 2*2 times the damage (4times) but if you use water vs a rock-grass type it will do 2*1/2 damage(= 1*damage)

The EMULATOR is just a program that digitally replicates the hardware for a piece of software and is LEGAL (EXACTLY LIKE a Virtual Machine for running different OSes without rebooting).

It is the ROM that is ~GENERALLY~ illegal to own ~UNLESS~ you live somewhere where you can have backup copies of data you own (a ROM being the data dump from a game cart) to preserve the original form (eg: Australia).

You should train up 1 pokemon and catch the legendarys, thats what i do and i have lvl 100s
