I'm confused about one thing. Vital records are public, right? The municipality in which a birth, death, or marriage occurs issues the certificate and keeps the original. Anybody may ask for a copy. I did this myself for various family members. You may have to provide enough details for them to easily locate it, and they may charge a small fee, but these are PUBLIC RECORDS.
