what you do is in your server, go to console (~), put "sv_cheats 1" then "host_timescale .03" 1 is regular speed, 2 is double the speed, and you can choose how slow you want it to be.

no all it is, in the console he typed in wire frame or some think all it does is show you a wire frame of the map so you can see players comming, the only thing you need on is sv_cheats enabled then you can do it, so this is probably his own server with loadz of different skins and effects in the css source folder. I used to do it, makes it lag sometimes.....
