It's a hidden thing...Take a PTRS and upgrade it with the pack a punch machine, then go the fence the is the first door out of the starting point (to the left...by the electric/on the trench gun side)..there is a monkeybomb outside of the fence...shoot it with the souped-up PTRS and you will get the achievement.
