This cost the tax payer nothing. Industry wanted to use new technology that uses less bandwidth and delivers higher quality among a more diverse set of applications than just HDTV. The spectrum was reallocated and auctioned off. Industry decided what the cost would be competitively and it netted a hell of a lot more than 1.5 billion. I will say though that even though there are advantages with Digital TV, like how clear the picture looks, no ghosting, no "snow," etc., and how many transmitted signals can be placed within the same frequency allocation, for examples, there are disadvantages also, like you need a little stronger signal, or you get no signal, and during storms, digital TV "acts" like satellite TV...The signal "breaks up" into "puzzle-like" pieces, or drops out altogether if it's real cloudy out, etc.

This is Digital TV, not HDTV, and if you'd compare the "old, analog, TV" signals with the new, Digital TV signals, you'd find out a few things. One, the picture is always clear, no "snow," or anything like that, more signals can fit in the same "space," or band-width, so you can have 2, 3, 4 even 5 transmission signals instead of only one, wide, signal, etc. By the way, those government coupons aren't for the poor, they're for everyone, and view a couple of my videos, which will show differences

actually they don't have to be hdtvs. They just have to have a digital tuner. They're digital video converters to tune into the new digital reception which will be way clearer than analog(bunny ears) and will free up airwaves for radio stations, wi-fi internet, and emergency radio use. We are sort of behind the ball when it comes to this technology. You dont need a hdtv you just need a sdtv(standard definition television) with a digital tuner before February 17, 2009 when all analog goes away.
