FCC should focus on specific projects that affect specific communities with intelligent and efficient coordination

not to do too much all at once, just let the people in the field give the feedbac and pay no attention to corporate needs

the networx effect should be that IT is used effectively and targeted for those in the field, practicioners so that data is coordinated in an optimal way, not just giving massive bandwidth to rural and periurban communities
