Well there is little social unrest in Norway so having a gun ready would just exacerbate most of the situations that occur. Naturally they bring em out if needed. Norway is ofcourse not a democracy as that form of government have never existed. Norway is a relatively oil rich (per capita, with almost no domestic consumption) which gives us certain keynesian benefits. The fact Keynes is never mentioned in public discourse is itself a sign that Norway is a propaganda state,although a peaceful one.
