The only mantis which is legal to have in the United States is the Chinese Praying Mantis! yes can be easily handled. same with any mantis. i even found the wide arm mantis (extremely aggresive species) can be handled but if they show a defense signal by putting their arms up like they are showing muscles with the dots showing toward you. just be patient and slow, you'll be fine
Spiny flower mantises are beautiful, and yours is a very nice specimen. Admittedly, I prefer the somewhat related, but much rarer Donny wahlbergii and Markymark wahlbergii mantises.

They are tiny. Adults only get to be about 2-2.5 inches.
