I compiled a Betty Boop filmography 15 years ago which has been widely distributed, ALL Betty Boop cartoons have been released on Home Video, UNCENSORED, except for "Betty Co-ed" 1931, "Accordian Joe" 1930 (very brief Betty prototype) "Buzzy Boop", "Buzzy Boop at the Concert" and "Rhythm on the Reservation" all 1938, which are lost films, and "Yip Yip Yippy" which is a Betty Boop cartoon without Betty. "Romantic Melodies" was released in its incomplete version, which is all that survives.
Nice song, and the description tells the singer's name. Anyways, it's pretty crazy!!!. Such a trip for what she is singing about the tempo it feels even painful for her.

While I understand what the intent here was, let's be clear that this was a personal exercise in cutting together scenes manipulated in a home video editing system. It would have been more interesting to make an original cartoon to this record instead of using these clips. But that takes far more time, talent, and imagination.
@RayPointer I think the uploader should have stated that the song was banned.... not the cartoon. but saying that it was a banned cartoon was the draw I suppose. there was a Betty Boop cartoon that was banned because it showed Betty and Koko the Clown accidently getting high from laughing gas at a dentist's office..... if there are some other banned Betty Boop cartoons, I'm not aware of them. I do agree with you that the clips put together in this were rather random.

From a business standpoint, why would cartoons be produced that could not be distributed? The "high" was the result of "Laughing Gas," which was used by Dentists then, as explained. Any concept of narcotic use is a later day impression made by those imposing a personal agenda. Other cartoons have been "withdrawn" for PC reasons.
@ryoko65 Understand also that there were Production Codes in place that prohibited the glorification of vices such as crimes and narcotic use by the time this cartoon was produced and released.
