The "hoopy-doo" guy is Paul Wagner. He was well known around boston as the host of the WLVI "kids club" on channel 56. I believe this commercial is from 1996.

I think he's on a local commercial up here in Seattle. I swear it's gotta be him... doing a similar accent as a sleazy used latte salesman.

You have no idea what it was like to answer the prank phone calls because of the whole "hoopie doo" thing.
the Italian ladies commercial was superior. They smacked people.
