Ok, I'm from Naples (the language of the original song is neapolitan dialect) so I can tell you that "Pappa.." means nothing because it's only a funny slang of the original lyrics that says " Tu vuo fa' l'americano" that in english sounds like "You want to act like an american". The song (the original track has been composed by Renato Carosone in 1956) is basicaly a satire of the process of Americanization that we had in Italy in the 50's.
