Well, I just know what Orwell himself said: yes, he was an insider, but the most he collected testimonies from Eastern Europeans, Soviet refugees, since Spanish Civil War. Then, Orwell take notes from that Russian disidents and because that, he knew more than British Government knew.

'Down & Out' is a great read, as are his other more popular works.. but often those who find themselves in this position of awareness and speak out about it, are sadly, misinformants..

Aside from totally butchering it and messing up the entire chronology of it, yes. As well as putting in details that weren't included in 1984..(I.e the party slogan being on the Ministry of Truth's building).
