I think during the gameplays, prologues and endings they changed the settings so that the characters speak in different languages.

Well Rufus goes through the WHOLE tournament still looking for ken masters.

He never identifies the man correctly, and ken+ryu pull over to help, but Rufus rejects the offer not knowing that was ken.

At the end rufus is cursing Ken for his bike breaking down, without knowing he just ran into him twice.
