My programme from Bashmet's concert in Warsaw says: Concertino a-moll per viola and orchestra, according to quarter a-moll no 15 per viola solo, guitar and cello; reconstruction by Roman Blashov and Grigoriy Katz.

It is paganini´s guitar quartet (cello viola viola guitar) N°15, i think it the title also says "for viola concertata" or something like that, this is an arrangement for viola and orchestra of course

Excelente figura 2000, tiene un aire al concierto para violin y orquesta  numero 6 op postumo de Paganini a partir del minuto 2:13 al 2:18.

A quartet does not always have four movements.

yes its paganini...its NOT the gran sonata...its a quartet transcrpition for viola and orchestra...well..the name is quatuor n.15 ( in french) so i think its a quartet transcription

This movement seems an easy one and does not look like a piece by the great Paganini!!
