If Yuzo Koshiro wanted, he could have went for a more ActRaiser style of music, which has more in common with the usual RPG music, but I don't think that was his intention for this game.
I think the reason he went for a more ambient techno sound was to invoke the feelings of danger and fear, i.e. the kind of feel you rarely ever get from the more traditional RPG soundtracks. That's why I believe the soundtrack is actually quite well suited for this game.
It should also be noted that this was one of the earliest ambient techno soundtracks produced, as Yuzo Koshiro released it around the time of the earliest ambient techno albums (by electronica artists like Aphex Twin and Tetsu Inoue).
Koshiro was also experimenting with hardcore jungle / drum & bass for Streets of Rage 3 at the time, although the SOR3 soundtrack was criticized by some Sega fans/critics for being too hardcore and experimental, much like this Eye of the Beholder soundtrack.

Yuzo Koshiro did an Awsome job with the music, the game however was a constant Stresser though, The Aminga, PC, SegaCd, SuperNintendo, all had the same story line just diffrent graphics, but eh... we all have diffrent opinions

This music isn't too bad, although I feel Koshiro's ActRaiser-style music would better suit it. Then again, I've never played this so I can't tell precisely the mood they were going for. Still the track at 5:17 is my fave. The game looks interesting.

This soundtrack was by both Yuzo Koshiro and Motohiro Kawashima. Also, it was released in 1994, making it basically Street of Rage 3, part 2.

Thhe music in this game is hell of alot cooler than would've expected,had a mediocre intern day and this stuff (video game music) helps cheer me up

Haha, why have all the characters in this game "fallen" into the dungeon? How hard can it be to spot a dungeon before accidentally falling into it?
And are you sure this is the right OST? This sounds more like TempestX...
