You want to cut down on gangs? Legalize drugs like marijuana, ect.,. Eliminate gang membership from the military. There are different ways to do this. Begin with tattoo inspections. The national law enforcement data base can be used in this capacity. The rest, well, the populace doesn't have the stomach for it. No one wants to think about this. Remember, there are no easy answers.
