I was never a fan of Sarah Palin, but everyone saying her answer was idiotic etc. are fools. First her answer was directed to a Child so she was not going to give a pedantic answer "Presiding as President over the Senate".
Preside means:
1 : to exercise guidance, direction, or control
2 : to occupy the place of authority
So to a Child saying "In Charge" makes sense, even though the roll can be more one of guidance. Also, it is pretty significant to be the deciding vote on split decisions.
