@twobkind wake them up to what exactly? The median American has a high school diploma. The median city manager has a Master's degree in Public Administration. Do you really expect them to be compensated at the "community average-income bracket"?

@elcartero101 Though I will grant, that does not excuse exorbitant salaries such as those in Bell, CA.
