I think by this time Steve had started to understand more about why he and Jack/Billy were given up for adoption. For a long time he couldn't hardly talk to his mother Jo but here he's defending her actions.

This is one of my favorite scenes between the Johnson brothers. I always loved the dynamic between Steve and Jack
