Its cause hardline pro gives you a kill for every two assists. So if you have scavenger pro you could throw grenades and get assist for days.

Scavenger and hardline would be too overpowering since the pro variant of hardline lets two assists count as a kill toward your killstreaks, so players would spam stuns everywhere and get easy killstreaks.
