If you're talking about damaged hangers you're probably right, although it's more "why straighten a damaged hanger" it'll probably break and it's cheap to replace. The gear hanger alignment tool is for minor adjustments even on brand new hangers. When you mate your hanger to your frame tolerances and paint on the frame means that there's little chance your hanger will be already aligned. It may seem fanatical to some but to those in the know alignment is key to a smooth running gear system.
