The lifties that are hanging out are the guys in the shack. No one would allow them to get on a chair in wind like that whether they wanted to or not. The winds must have picked up after the chair was running, a lot of new chairs come with systems that shut the chair down if the wind speed gets too high, better to wait it out on a chair than to risk a deropement. If the lift deropes, then ski patrol has to go up and rappel the people down which would be hella scary in that wind.
