You have to finish the events in Tomb of Raithwall before you can get Thief's Cuffs.  I didn't make a video of this but my friend in YouTube TheWingedCloud made one, please just check his video, thanks.

You can get Thief's Cuffs from the Merchant in Mosphoran Highwaste. To access it, hire a chocobo in Nalbina Town and head to Mosphoran Highwaste. There will be a scene afterwards.

It's also called Low Level Challenge game play. You play without leveling up any character from beginning to end of game. Vaan @ level 1, Fran @lv.2, Balthier @lv.2, Basch @lv.3, Ashe @lv.3, & Penelo @lv.3.
