actually Tzz granting Mexico statehood would probably solve all illegal immigration issues. And if they don't want statehood, then make Mexico a U.S. territory just like Puerto Rico but no need to enforce English upon Mexico at that point. As with Puerto Rico their roads signs are in a dialect of Spanish so plenty of ways this can be done without a fence etc. etc. and just having an open border. Americans can live and work in Mexico at that point and the other way around.
