It's funny that the same batch of chocolate, snack bar and cookies (produced from the same factory and same formula) is rejected by the western countries, but can be sold in some countries in asia. This trend continues. So, it is pretty clear that Asian government and businessmen can forget about the ethical values and do anything for self benefits.

The FDA has a minimal limit of certain chemicals such as melamine, and this minimum varies in different countries. Well developed countries are more serious about these chemical, therefore the FDA is more strict. However the FDA's limitation of melamine content in countries such as in south east asia is not that strict.

Sanlu is the only company caught with melamine. But actually there are many products in the food/drink industry now-a-days added melamine to increase its protein content. Even for pet food and animal feeds. (If anyone of you can remember that the similar thing happened about 3~4 years ago, on pet dogs and cats with kidney malfunctions caused by a well known pet food brand name.) I should be the same case.
