it's like gta where you can do what ever you like, but you have to maintain a good rating with everyone except the main bad guys to complete the game.

For PC there are avaliable downlaods which allow ou to spawn basically everything anywhere but for Xbox 360, I am unaware of any cheats So Far...although I have found cheats for PS2 and not Xbox360, I still give you my faith that there will be some, just there really hard to find...
