He wasn't stupid for going up there. He was compassionate, and he wouldn't be the Doctor of he didn't give those people a chance to survive. It isn't in the Doctor's heart to kill, but when he has to , he has to know that it was for the right reason, and that there was no other choice, since he knows that very few races other than the Time Lords can cheat death, and that due to such, every life is precious, and cannot be reclaimed once extinguished, not even the past regenerations of Time Lords.
