They're not "targeting civilians". They're targeting the vehicle that the insurgents had attacked to destroy the live munitions inside. (And also to destroy the bodies of the soldiers, so they can't be dragged through the streets or hung from a bridge.)

How wise it was to destroy the bodies of those soldiers to prevent the horrible hanging from the bridge.

Look what happened to Fellujah after they hanged the contractors on the bridge.
