I read somewhere that this is the first fighting game which might explain its primitive gameplay. I would just think of it like Streetfighter to Streetfighter II.
@PKMNwww411 No kidding, how do the designers expect the player to pull off the advanced moves that give a full point if the player is limited to a control pad?

This is a crappy port of the arcade original.
In the arcade original you have 2 joysticks to use, for the port the right joystick control is condensed to the B and A buttons.
