not to be cruel but this was his fault and the other mans fault aswell. OSHA regulations require the man in the manhole to have a safety winch on and the other man no stay up at all costs. The man in hole must have supplied air on at all times in low oxygen situations. from the heart of a safety directior, please dont make any more kids like this and be safe out there.
