Not necessarily. It's possible to turn out dark even if only one of the parents is dark, like with plenty of mixed black-white kids. Also, there are Malays who can be dark as well.

The reasons why I think she might be mixed is because, despite the dark skin, she has some Southeast-Asian looking features. Of course, some full-blooded Indians can also have those features, but its uncommon for Indians (with the exception of Northeast Indians who rarely travel abroad).
