It's not necessary to get consent or inform anyone of audio/video recording if they have no reasonable expectation of privacy (such as being on a public street). Even more so if it's a cop. The worst a prosecutor can do is to charge the individual recording with wiretapping or similar privacy-related charges. But you can't break privacy laws where there's no reasonable expectation of privacy.

However, they arent supposed to use the law to follow their own will, but the letter of the law. If indeed she could prove it was unsafe then fine. But considering that no one was hurt it is impossible.
If your wheels are NOT in the intersection when the light turns red, you're running the red light. Regardless of what you think about the whole "driving/traveling" thing, that's the written rule, so take it for what it's worth. There is no such thing as "running a yellow light" a yellow light is still giving you the right of way, but only if you have entered the intersection while it's still YELLOW!

A light creates an expectation that the people with the red light will STOP.
So people with the green rarely pay attention.
It's the expectation that enhances the already dangerous environment of crossing traffic.
Best policy: Stop on yellow unless you can't. That also lets people waiting to turn left to do so.
