There had been a lot of pain in the Thatcher years to turn the economy and the UK around. But when Margaret Thatcher came into power there were 3 million unemployed and on every European league table the UK was near the bottom - that's why Britain was commonly referred to as the 'sick man of Europe'.

Having turned the economy around and got it into surplus - a strong and healthy position, the tories would not have then gone on a spending spree and maxed the credit cards. So the country having been through the pain (of the Thatcher years) would have been in a financially strong position to weather the global banking crisis when it came.
