It's because you are scratching him on his neck which is where horse scratch each other while grooming each other. and they use their upper lip to do this so he is just doing it instinctively. It's really cute though! :)
hey, i wasnt scrating him, think my mum may have been giving him a keep sweep over with a brush, but he does it just stood in the field or stable on his own. (:
