@wasnoperson You know, if he would be in, he would probably be renamed "Scorpio" (his name in Devil Kings) to avoid additional licenses from the Japanese Historical department. Historial figures can't be used as one wishes, but since Capcom made a non-canon non-historical game called Devil Kings (the westernized version of Sengoku Barasa 1), they could have used that to avoid that problem.
