She is talking about checking your dog's pulse. The easiest spot to do so is on the inner thigh, you'll feel a small indentation and you should research the normal rate of your type of dog's heart beat so you know what is normal for them and what isn't since all dog breeds are different.
@VRMorrigon I included clarification on what the woman is saying in the description. If I had known they were doing this, I would have sat closer to them to record what was being said. Stop whining.
