Yeah, that's the only state they pick from, regardless of where it's being taped (even way on the other side of the country in New York.) That's why me and my wife haven't been called for Millionaire yet is because we're not residents of California (we're in Wisconsin.) Incidentally, the reason we have so many $0 winners on Millionaire is because they only pick people from California. Everybody that lives there is fucking STUPID.
