This is Nagyvárad. A Magyar City on the Hungarian Great Plain. It was GIVEN to roma.nia (roma.gipsy state) in Trianon Diktat of 1921, it was then 91% Hungarian populated. And again GIVEN to roma.nia in 1945.
Up until 1970's even according to romanian censuses it had a Hungarian majority population.
