with such small hockey communities in some countries.. there would never be an unknown talent... if they were good enough they would probably go to a better place to play in europe or North America to further develop their skills
@ksefan714 If they did this, you would have scores such as over 100 goals to nothing for per say Canada vs Iceland. It just wouldn't work. Hockey isn't as deep as football.

they should make a hockey world cup w/ 32 teams just like soccer. maybe then we could see some unkown talent like hockey in kuwait and ireland
