The Quran has three verses on Women's dress. the only explicit thing is covering ones bosom. Otherwise it is saying to dress modestly.

The niqab, and the old dress are from the old Arab customs. No more then seeing Saudi men having to wear the thobe. though of course in my culture there is an obvious preference for men.
