This is from that 1979 concert you mentioned: Rockpalast. It was supposed to be released but in the end there seemed to be some legal issues. Haven´t heard about it for a while. Don´t know if it will be released some time in the future.
I emailed the people form the German TV-show "Rockpalast" that broadcasted that concert on German TV ages ago. They were releasing various concerts of the "Rockpalast"-series in DVD. But when the DVD release was "withdrawn by the manufacturer" I asked them what the reason was. The reply was that it had to do wiith "leagal issues". They hoped the release would just be postponed a few months. But I haven´t heared about it for a while now.
It was just some person selling this stuff he had recorded from TV (& transferred to DVD), etc over the years - that's all. It wouldn't be an "official release" produced and/or approved by Maurice White / Earth, Wind & Fire.
As far as I know WDR (The German TV station that broadcasted the Rockpalast shows) is releasing several concerts on DVD. So they are official releases. But I think you´re right about Maurice not approving of the material. The image is very dark and I guess Maurice thought it was not up to his standard.
This footage is from the Raise Concert 1981. Notice Maurice is wearing the same outfit he wore singing "In the Stone" from the Earth, Wind & Fire DVD release.
actually, it s 1979 in Germany, and the outfit is totally different. It s a bootleg recorded in Germany during the best of vol1 tour. Also the video credit gives you the correct date. This bootleg is well known amongst hardcore fans. I got the whole concert on video and the quality is rather poor, the sound is dropping, bad video, and some naked german girls dancing in the crowd at the end. Priceless!

This footage in finally being released on DVD on april 27th 2009. For the fans a must have DVD with more than 2 hours of EWF in their prime !!
