You see that a lot during concerts, guys going around tuning, even if they're not recording. Pipes get sharper as you keep playing them, but the drones don't always sharpen with the chanter. And no, those lads aren't Scottish. They're Canadian, from Toronto. But they recruit players from all over the world. And for the pipers out there, that first tune is a hornpipe called (I think) "Jacobite Charge."

Not quite with your first affirmation. In the old testament, it is mentioned some kind of bagpipes. And by the way the asturian and galician bagpipes are older than scottish ones, but are smaller and don't have the same good "tune" if you know what I mean.
The pipes were played all over Europe and other parts of the World, including Austria. You are correct these are Scottish Great Highland Bagpipes playing mostly Scottish tunes. The Irish have played the GHBS for many a century, some pipes in Ireland were two drones like the old Scots bagpipe sometimes refered to as "war pipes" and of course the Irish Uillean pipes.

He would have continually tuned up during the concert to ensure the best sound. Mybe it was being recorded.

the bagpipes are originally dutch but they are assosiated with scotland and scotland only, our national instrument it is and it always will be.
