Hey Hey wait a minute, Those looked way more like rigged explosives than rounds hiting the target! Notice the white flashes on the impact of the targets through the film. I may be wrong but it looked a little fony to me, I mean come on, no Chinese guy could shoot like that, LOL.
Actually the translation is right. It's "twenty 发" instead of "twenty eight". "发" is simply a measure word. In Chinese, a simple numeral cannot quantify a noun by itself w/o a measure word (or classifier).
