when would i use a dark base opposed to a white or light base...mainly referring to the NYX jumbo pencils??

It's really all a personal preference. Dark bases also make colors pop depending on the colors and types of shadows you use. I personally like using dark bases for smokey eyes and with pigments (lose form of eyeshadow). Dark bases make pigments pop. I like using a white base for bright colors or neutral colors it's brings the true color out of eyeshadows.
