I have looked it up, it seems to be considered both, in the 1963 episode An Unearthly Child, Susan says it stands for "Time and Relative Dimension In Space"

But when I looked on the BBC's website it says Dimension(s) With the brackets, thats implies to me it means both. Either that or the BBC cant make their mind up..

So if it were dimensions, it would imply that the Tardis is the manifestation of many dimensions in space but it is clearly the manifestation of one dimension in space, belonging to its own relative time. Atleast, that sounds right to me, because it would explain why it is larger on the inside than on the outside and is able to travel through time.
