Viewer from the UK,referees usually are the worst things in a football matches, they make a lot of bad decisions which affect the whole game (not all of their fault, there can't watch playback to make an informed descision) but its not unusual and happens a lot of the time where a referee gives a yellow card to both players even though one of them didn't do anything to antagonize the other player. It's usually done so it prevents the two players not to get into a scuffle or they'll be sent off.
